The Pedal Power Association is the founder and owner of the Giro del Capo, originally conceived at a meeting in June 1991 between the then Chairman of Pedal Power, Lawrence Whittaker, and Mike Brain.

The PPA is the largest recreational cycling organization in South Africa. It currently has some 16 000 paid-up members. Founded in 1976 as the Western Province Pedal Power Association, it came into being as a result of the running of the first Cycle Tour that was to develop into the now-world famous Cape Argus Pick ?n Pay Cycle Tour.

An elected committee of 12 persons governs the Association. Committee
members are involved on sub-committees that deal with the various aspects of
the work of the Association.

The PPA Office is staffed by ten employees, who administer the running of
the Association and co-ordinate some 70-odd fun-rides staged within the greater Western Cape. These include mass participation fun-rides, Mountain Bike events, recreational tours as well as events for the more competitive cyclist.

In 2008, PPA introduced the annual funding of cycling projects and allocated
over R1,8m to various national projects, including projects to introduce cycling to previously disadvantaged areas, the building of several BMX tracks, ?safe cycling? and schools cycling initiatives, MTB trail building and more. In 2009, some R2m will be allocated to qualifying projects.
